Minutes of the Annual Parish Meeting held on Monday 22nd May 2023 in the Memorial Hall Wellington Heath commencing at 7pm.
Those in attendance were Cllrs. R. Barnes, H. Tierney, J. Jones and G. Kirk.
Also in attendance were P. Constantine, D. Williams, S. Loveridge and the Clerk.
No formal Agenda and Report was available from the Chairman to 31st March 2023 but Councillors were advised as follows –
1) J. Jones as the Chairman until March 23 advised that expenditure during the year had remained within the Budget.
2) R. Barnes advised that a Lengthsman had been appointed in October 2022 and grants for work to drainage had been successfully applied for from Balfour Beatty. Drainage work had continued around the village and ditches re-instated where required. Work will now continue around Pool Piece. The seat at the top of The Common had been repositioned to make it less vulnerable to reversing /passing traffic. The Notice board at the bottom of The Common is not in use until new doors have been fitted. Discussions are taking place with the County Council regarding Ochre Hill.
3) H. Tierney commented as Vice Chairman on a satisfactory Audit report from the Internal Accountants and that she had ensured that expenditure during the year had been within budget. Meetings are now advertised on Facebook and in the Newsletter. She advised that traffic remained a concern particularly
regarding the proposed viaduct site, and two traffic counts had been requested by the Parish Council – one before the development of the site and the second during work in progress. Concerns were raised regarding the Ledbury Road particularly around the Horse Road junction for walkers. Signage appeared to be quite expensive and it was discussed whether something similar to the Knapp Lane road in Ledbury might be suitable to indicate walkers in the road. A meeting is to take place with Balfour Beatty on the Ledbury Road at Beggars Ash on the 17th July.
4) Gordon Kirk advised on several planning issues which were outstanding, one at Becks Orchard, Pegs Farm, field opposite Twinklow has been withdrawn and the application above The Croft is not comparable with the NDP. The question of slowing traffic down in Wellington Heath was of a major concern.
No questions raised and the Annual Parish Meeting was closed at 7.35pm.
